If you do not set up the Permit web search in Copilot plan, web search is offered to users by default in both Microsoft 365 Copilot and Copilot Chat, unless you set the Permit the usage of added optional connected experiences in Workplace policy to Impaired.

Copilot Conversation is copilot free currently pinned by default in the navigating bar of the Microsoft 365 Copilot application, Groups, and Overview for most individuals who are eligible for Copilot Conversation across the web, mobile, and desktop computer.

If you previously chose 'Do not pin Copilot to the navigating bar' in the Microsoft 365 admin center and also uncontrolled the 'Allow individuals to be asked whether they wish to pin it' choice, your setting setup is 'Do not pin' and your customers still will not have Copilot pinned in their navigating bar.
