If you don't configure the Enable internet search in co pilot or copilot plan, web search is readily available to users by default in both Microsoft 365 Copilot and Copilot Chat, unless you establish the Permit the use of additional optional connected experiences in Office policy to Impaired.

Copilot Conversation is now pinned by default in the navigation bar of the Microsoft 365 Copilot application, Groups, and Expectation for most customers who are eligible for Copilot Chat across the internet, mobile, and desktop computer.

If you previously chose 'Do not pin Copilot to the navigation bar' in the Microsoft 365 admin facility and also unattended the 'Permit customers to be asked whether they want to pin it' alternative, your setting configuration is 'Do not pin' and your users still will not have Copilot pinned in their navigation bar.
