If you do not set up the Permit internet search in Copilot policy, web search is copilot app free available to customers by default in both Microsoft 365 Copilot and Copilot Chat, unless you establish the Enable the use of extra optional linked experiences in Workplace policy to Impaired.

Copilot Chat is now pinned by default in the navigation bar of the Microsoft 365 Copilot app, Groups, and Overview for the majority of customers who are qualified for Copilot Conversation across the web, mobile, and desktop computer.

If you previously chose 'Do not pin Copilot to the navigating bar' in the Microsoft 365 admin center and also unattended the 'Allow customers to be asked whether they wish to pin it' choice, your setup arrangement is 'Do not pin' and your users still won't have Copilot pinned in their navigating bar.
