If you don't set up the Enable web search in Copilot policy, web search is available to customers by default in both Microsoft 365 Copilot and Copilot Chat, unless you set the Enable the use of extra optional connected experiences in Office plan to Impaired.

Copilot Conversation is currently pinned by default in the navigation bar of the Microsoft 365 Copilot app, Groups, and Outlook for most customers that are eligible for copilot client portal app (more resources) Conversation across the internet, mobile, and desktop computer.

If you previously chose 'Do not pin Copilot to the navigating bar' in the Microsoft 365 admin facility and likewise unattended the 'Enable users to be asked whether they intend to pin it' alternative, your setup setup is 'Do not pin' and your users still won't have actually Copilot pinned in their navigation bar.
